Oshoba’s Unprecedented Revenue Harvests at Apapa Port  

Comptroller Emmanuel Oshoba, Customs Area Controller, Apapa Area Command of the Nigeria Customs Service (NCS) has set new records for the area’s highest single-day revenue collection, generating ₦28,102,000,914.61 within 24 hours on Tuesday August 18, 2026 after posting an unprecedented monthly collection of ₦323 billion in July this year.

The Command collected the highest single-day revenue on August 18, 2026, surpassing its previous daily record of ₦20.1 billion achieved in September 2025, shortly after Comptroller Emmanuel Oshoba assumed office as the Customs Area Controller.

The latest milestone further underscores the strong revenue performance recorded under Oshoba’s leadership. The Command had earlier recorded another major haul of ₦304 billion in October 2025.

 

The Command attributed the sustained revenue growth to improved compliance, enhanced trade facilitation, intelligence-driven interventions, operational reforms and the increasing efficiency of digital Customs processes.

 

Speaking on the development, Oshoba said the achievement was not merely about setting revenue records but about the contribution of the Customs Service to Nigeria’s economic development.

According to him, revenue generated by the NCS forms part of government resources used to fund critical areas such as infrastructure, security, education, healthcare and other public services.

Oshoba dedicated the latest milestone to the Federal Government and Nigerians, while commending the Comptroller-General of Customs, Bashir Adewale Adeniyi, and the management of the Service for their continued support for modernisation, automation and reforms designed to make Customs operations more efficient, transparent and business-friendly.

 

The Apapa Customs Area Controller also credited compliant importers, exporters, licensed Customs agents and other stakeholders, as well as Nigerians who provide actionable intelligence, for contributing to the Command’s performance.

He disclosed that the revenue performance was driven by the combined impact of policy support, operational reforms and improved compliance across the Command.

 

Oshoba specifically highlighted the improved performance of the B’Odogwu Customs clearance system, which had earlier faced challenges but has since been enhanced and is now delivering stronger results.

 

He also commended the One-Stop Shop (OSS) initiative for accelerating cargo delivery time and creating a more predictable business environment that encourages legitimate importation.

 

Another reform highlighted by the CAC was the Authorised Economic Operator (AEO) framework, which currently has more than 200 beneficiaries and, according to him, has positively impacted the revenue profile of the Command.

Intelligence-driven enforcement operations have also strengthened compliance, with officers intensifying interventions to detect false declarations and ensure adherence to the Service’s valuation principles in order to protect government revenue.

 

Oshoba further credited the enabling business environment created by President Bola Ahmed Tinubu, particularly the relative stability in the foreign exchange market.

 

He explained that a more predictable foreign exchange regime had enabled business operators to plan better, make informed decisions and conduct trade with greater confidence.

 

The CAC, however, challenged officers to look beyond routine revenue collection and identify their individual contributions to the Command’s performance.

 

“In your Area of Responsibility, you must ask yourself, apart from the normal revenue generated by your Unit, what is your own contribution in terms of intervention? What have I added?” he asked.

 

Oshoba stressed that every compliant transaction contributes to national development and urged stakeholders to continue supporting legitimate trade.

 

He also emphasised the importance of trade facilitation and ease of doing business, describing the current operating environment as more predictable and conducive to growth.

 

The CAC directed officers to resolve legitimate disputes promptly and ensure that Customs procedures do not unnecessarily hinder lawful businesses. Where consignments require further scrutiny, he said officers must follow proper documentation and the Post Clearance Audit (PCA) process.

On stakeholder relations, Oshoba issued a clear directive to personnel, saying, “When you interact with stakeholders, let them leave your office with hope rather than despair. As a leader, do not allow anyone who comes to you to depart feeling hopeless or depressed. Give people hope.”

 

He acknowledged the cooperation of stakeholders and sister agencies, noting that their support had improved compliance and restored greater sanity to the business environment.

 

The CAC urged officers to continue building trust through professionalism, respect and collaboration, while also upholding transparency and discipline.

 

He charged personnel to work smart, remain up to date with evolving digital processes and consult more experienced colleagues when necessary.

 

Oshoba also warned officers and men of the Command against complacency, urging them to see the new revenue record as a responsibility to do more.

 

He directed personnel to ensure that revenue collection is achieved alongside trade facilitation, professionalism, transparency and respect for stakeholders.

 

The Apapa Area Command said it would sustain the momentum through enhanced revenue generation, trade facilitation, professionalism and stronger collaboration with stakeholders, with a focus on strengthening government revenue and supporting Nigeria’s development priorities.
