Customs PTML Command Begins Sensitization on 4% FCS Charge

...As Comptroller Daniyan Says B'Odogwu Implementation is Success Story


The Port Terminal Multiservices Limited (PTML) Command of Nigeria Customs Service has commenced sensitization on 4% collection of Free On Board (FOB) value on imported goods into the country, otherwise called Financing Customs Service (FCS) charge

IMG 20250207 WA0148Speaking to stakeholders comprising of licensed customs agents, freight forwarders and representatives of importers, Customs Area Controller, Comptroller Tenny Mankinii Daniyan said the new charge called is in line with Section 18 of Nigeria Customs Service Act (NCSA)2023.

IMG 20250207 WA0149Comptroller Daniyan said the implementation was delayed for about 20 months to allow for proper enlightenment after consultation with stakeholders as provided in section 28 of the NCSA 2023

IMG 20250207 WA0158While urging all agents present to carry the message to their colleagues and importers, the CAC explained further that diplomatic cargo, military and pararmilitary importation are exempted from the payment of the 4% of the FOB on their import consignments.

He added that the implementation is a uniform one across all commands, not peculiar to PTML. He called for sincere declaration

IMG 20250207 WA0156The Controller also urged all stakeholders and members of the business community in Nigeria to avail themselves with the NCSA 2023 and acquaint themselves with the provisions of the various sections of the law, which was signed in 2023.

IMG 20250207 WA0153 1He added that the payment has commenced with other commands that are using the Nigeria Integrated Customs Information System (NICIS) and that PTML Command, which is the pioneer ground for B’Odogwu implementation will begin collection of the 4% collection too.

IMG 20250207 WA0158 1He reminded the stakeholders that all Nigerian laws were made by the National Assembly, who are the representatives of the people,for the good governance of the country and that the Nigeria Customs Service is an implementing body of the customs laws.

IMG 20250207 WA0152The CAC commended B’Odogwu implementation while describing all the challenges and progress experienced in the pilot stage as part of the overall success story of the new platform.

IMG 20250207 WA0153He implored them to continually embrace the B’Odogwu system as a developing platform geared towards economic development, trade efficiency with excellent user experience.

IMG 20250207 WA0155On prospects of increasing volume of trade, Comptroller Daniyan asked that all stakeholders should brace up and take advantage of the shipment of cargoes from China to PTML.
