MOWCA Invites Applications for Technical Assistant on AfDB Funded Dry Dock Project

The Maritime Organisation of West and Central Africa (MOWCA) has invited qualified individual consultants to apply for the position of Project Implementation and Procurement Support Technical Assistant for an African Development Bank (AfDB)-funded project to assess ship repair, maintenance, recycling and dry dock infrastructure across West and Central Africa.

The consultant, who will be based at the MOWCA Secretariat in Abidjan, Côte d’Ivoire, will support the implementation of the Regional Assessment of Ship Repair, Maintenance, Recycling and Dry Dock Infrastructure and Related Services in West and Central Africa, a project financed under the NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF).

According to the Terms of Reference, the assessment is designed to establish a comprehensive inventory of existing ship repair, maintenance and dry dock facilities across MOWCA member states while evaluating their condition, operational performance and capacity. The study will also identify infrastructure and investment gaps, assess market demand and competitiveness, review policy and regulatory frameworks, mainstream climate resilience, green growth and gender equality, and develop a regional investment roadmap and strategic action plan to improve maritime logistics and strengthen the ship repair industry across West and Central Africa.

MOWCA said the successful consultant will provide technical support in project implementation, procurement management, contract administration, monitoring and evaluation, reporting, stakeholder engagement and institutional capacity building throughout the 24 month assignment.

The Technical Assistant will coordinate project implementation schedules, monitor progress against approved work plans, support procurement planning and the preparation of Expressions of Interest (EOIs), Requests for Proposals (RFPs), procurement notices and evaluation reports, while ensuring full compliance with the African Development Bank’s procurement procedures. The consultant will also oversee contract administration, monitor consultant performance, facilitate stakeholder consultations and workshops, prepare quarterly and annual implementation reports, and support quality assurance of project deliverables.

Among the expected deliverables are an inception report and work plan, monthly progress briefs, quarterly project reports, procurement tracking and compliance reports, procurement plan monitoring reports, AfDB No Objection submission packages, stakeholder engagement reports, annual implementation status reports and a final assignment completion report.

To be eligible, applicants must possess at least a Master’s degree in Project Management, Maritime Transport, Transport Planning, Economics, Engineering, Development Studies, Public Administration or a related discipline. Candidates with combined technical and management qualifications will have an added advantage.

Applicants must also have a minimum of 15 years’ professional experience, including implementation of donor funded projects, procurement and contract management under Multilateral Development Banks and Development Finance Institutions, application of the African Development Bank Procurement Policy, preparation of procurement documents and evaluation reports, project coordination, monitoring and reporting, consultant recruitment and contract administration, and implementation of regional infrastructure, maritime, transport or logistics projects.

Experience working with regional organisations, international development partners or public institutions will be considered an advantage.

MOWCA further requires applicants to demonstrate strong knowledge of AfDB procurement rules and fiduciary requirements, project implementation and coordination, contract administration, stakeholder engagement, communication, analytical and report-writing skills, organisational and document management capabilities, as well as proficiency in Microsoft Office applications and project monitoring tools.

Given MOWCA’s bilingual membership, applicants must be fluent in either English or French, with a working knowledge of the other language. Proficiency in both languages will constitute a significant advantage.

Applications must include an updated curriculum vitae, a cover letter demonstrating suitability for the assignment, copies of academic and professional qualifications, three professional references and evidence of availability.

The consultant will be selected in accordance with the African Development Bank Procurement Policy for Bank Group Funded Operations using the Selection of Individual Consultants method. Evaluation will be based on academic qualifications (15 points), project implementation experience (20 points), procurement and contract management experience (25 points), experience with AfDB or other Multilateral Development Bank-financed projects (20 points), regional experience in West and Central Africa (15 points), and English/French language proficiency (5 points), making a total of 100 points.
