NCAA Reviews Policy, Procedure Manual for Regional Offices to Promote Operational Efficiency 

The Nigeria Civil Aviation Authority (NCAA) has concluded comprehensive review Policy and Procedure Manual (PPM) for the regional offices, marking a significant milestone in the Authority’s ongoing efforts to strengthen institutional efficiency and regulatory alignment.

The presentation ceremony, held on 13th April 2026 at the NCAA Headquarters in Abuja, was chaired by the Director of Human Resources and Administration, Mrs. (Dr.) Anastasia Gbem.

In his opening remarks, the DGCA noted that the PPM review committee, which was initiated in February 2026, was inaugurated to reflect the evolving structure, operational realities, and strategic direction of the Authority. This is with a view to delivering a document that not only aligns with the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO) but also to promote efficiency, coordination, and consistency across all regional offices.

The committee comprised representatives from all directorates, as well as Regional Managers from NCAA’s operational offices across Abuja, Lagos, Port Harcourt, Kano, Kaduna, and Enugu to capture perspectives from across the Authority’s administrative and regional structures.

Key updates in the revised manual include the integration of newly established directorates, such as Directorates of Public Affairs and Consumer Protection, of Legal Services, of Aviation Security, and of Corporate Services.

 

A major highlight of the event was distribution of copies of the reviewed manual to all Directors and Regional Managers, underscoring the Authority’s commitment to standardization and effective implementation.

Speaking on behalf of the committee, the Secretary, Mr. Oyewumi Oyelade, expressed deep appreciation to the DGCA, the members, and all stakeholders whose contributions ensured the successful completion of the exercise.
