Comptroller Kaila’s Proven Track Record Signals Renewed Momentum for Seme Border Command

The Nigeria Customs Service (NCS) Seme Border Command has entered a new phase of leadership with the assumption of office of Comptroller Shuaibu Kaila, a seasoned officer whose recent exploits at the Federal Operations Unit (FOU) Zone ‘D’, Bauchi, have positioned him as a formidable force in anti-smuggling operations.

Upon assumption of office , Kaila signaled a clear and ambitious agenda, one that prioritises trade facilitation, regulatory compliance, and national security. His assurance to surpass existing benchmarks by his predecessor, Comptroller Wale Adenuga reflects not just optimism, but a leadership style grounded in measurable outcomes.

At the Federal Operations Unit Zone D, Kaila built a reputation for decisive action and operational precision. His tenure was defined by intelligence led operations that translated into high impact seizures and the disruption of entrenched smuggling networks across the North-East corridor.

Within days of taking charge, he recorded seizures with a Duty Paid Value (DPV) exceeding ₦82.1 million, comprising 15,100 litres of Premium Motor Spirit (PMS) stored in jerrycans and primed for illegal export, 34 bales and six sacks of second hand clothing, 150 cartons of foreign spaghetti, 80 sacks of used shoes, 390 jerrycans of vegetable oil, and 20 cartons of foreign washing soap all intercepted for violating extant import and export regulations.

In a major wildlife seizures, Kaila led an intelligence driven operation along the Gombe–Garkida corridor in Adamawa State, resulting in the interception of 718 pieces of donkey skin valued at ₦24.3 million. The seizure, which led to the arrest of both the driver and owner of the consignment, exposed a coordinated illegal export network dealing in endangered animal products, reinforcing the Unit’s role in combating environmental and cross border crimes.

The Unit recorded additional seizures with a cumulative DPV of over ₦52.6 million, including 612 jerrycans of PMS equivalent to 18,300 litres intercepted at the Mubi axis while being positioned for illegal export. Also seized were 33 cartons of unregulated pharmaceutical products (Borisov) for non-compliance with importation laws, alongside a Benz ML 350 4MATIC (2015 model) suspected to have been smuggled into the country without proper customs documentation.

In one of the most extensive operations under his leadership, a three week intelligence led crackdown culminated in seizures valued at over ₦229.4 million. Items intercepted included one Toyota Urban Cruiser (2026 model), two Toyota Acura Cross vehicles (2025 models), a Citroën Jumper bus, and a Peugeot Boxer vehicle, all deployed as means of conveyance for smuggled goods. Additional seizures comprised 14,750 litres of PMS, 283 pieces of fresh donkey skin, 102 sacks of dried donkey meat, as well as multiple bales and sacks of second hand clothing intercepted across strategic flashpoints.

These operations were executed across a vast and complex operational terrain covering Adamawa, Taraba, Bauchi, Gombe, Borno, Yobe, Plateau, Benue, and Nasarawa States, underscoring Kaila’s capacity to coordinate large scale enforcement actions with precision and consistency.

However, beyond the figures, Kaila’s greatest strength lies in his zero tolerance stance on smuggling, reinforced by intelligence gathering, proactive surveillance, and swift tactical responses. It is this same approach that is expected to redefine operations at the Seme Border Command.

As Nigeria’s busiest land border and a critical gateway for regional trade within the ECOWAS corridor, Seme presents a more complex and high stakes environment. The command is not only a hub for legitimate commerce but also a major transit point for transnational smuggling activities, including petroleum diversion, prohibited imports, and revenue leakages.

Given his track record, Kaila is expected to intensify intelligence led border surveillance, dismantle smuggling syndicates operating along the Seme axis, and strengthen inter-agency collaboration to improve enforcement outcomes. His experience in managing multi-state operations places him in a strong position to address the dynamic challenges of the border environment.
