GTI Urges Federal Government to Introduce Mandatory Orientation for Presidential Pardon Beneficiaries

Guard Time Information (GTI), a human rights advocacy organization, has called on the Federal Government to introduce a mandatory post-pardon orientation and reintegration programme for individuals who have received presidential pardons.
The call follows the recent presidential clemency granted to several individuals across the country. According to the Chairman of GTI and Human Rights Activists Nationwide, Mr. Bibi Oduku, while forgiveness remains a vital instrument for justice reform and national reconciliation, it should be accompanied by proper civic reorientation to ensure that beneficiaries reintegrate into society as responsible citizens.
Oduku explained that a structured post-pardon programme would help pardon recipients understand their duties as law-abiding Nigerians. He said such a programme should include civic education, human rights awareness, peacebuilding, drug and crime prevention, as well as skills development and economic empowerment.
“Forgiveness must be matched with responsibility,” Oduku stated. “Let us not only open the prison gates but also open the doors to transformation, dignity, and true citizenship.”
GTI proposed that the programme be implemented through a partnership involving relevant government agencies, civil society organizations, and faith-based institutions. The group believes such collaboration would reduce the likelihood of reoffending and promote peace and stability in the country.
The organization also urged the Ministry of Justice, the National Orientation Agency, and the Nigerian Correctional Service to work together in designing and implementing the initiative as part of a broader national reintegration strategy.
GTI maintained that without a structured rehabilitation and reorientation plan, the purpose of presidential pardons may be undermined, as many beneficiaries could struggle to reintegrate into society or relapse into crime.
