Keyamo, Najomo, Others Celebrate Ben-Tukur for Re-election Into ICAO Council 

The Minister of Aviation and Aerospace Development, Festus Keyamo , the Director General of the Nigeria Civil Aviation Authority (NCAA) , Captain Chris Najomo and other key aviation experts have congratulated Nigeria’s representative, Engr. Mahmoud Ben Tukur on his re-election into the Part II of the International Civil Aviation Organization (ICAO).

During the 42nd Session of the Assembly of the ICAO, on September 27, 2025, in Montreal, Canada, 185 countries were eligible to vote and Nigeria scored 163 votes.

Engr. Mahmoud Ben Tukur, is a seasoned aviation professional and former General Manager of Airworthiness Standards at the NCAA. He has served as Second Vice President, First Vice President of the Council, and Chairperson of the ICAO African Indian Ocean Plan.

He was elected as the 5th Chairperson of the ICAO Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan), underscoring Nigeria’s commitment to improving aviation safety standards in Africa.

He has extensive experience in aviation, including roles in aircraft maintenance, airworthiness oversight, and technical advisory positions.

Engr. Ben-Tukur’s re-election places Nigeria alongside other African countries like Egypt and South Africa in Part II of the ICAO Council, solidifying its role in shaping international aviation policies and standards.

Nigeria will continue to serve on the 36-member ICAO Council for another three-year term, alongside Egypt, South Africa, India, Spain, Mexico, Saudi Arabia, and Switzerland.

While celebrating Engr. Ben-Tukur on his X account, Keyamo said ” Dear compatriots, glad to announce that Nigeria has just been re-elected into Part 2 of the Council of the International Civil Aviation Organisation (ICAO) in Montreal, Canada, along with eleven other countries (two others from Africa- Egypt and South Africa). Nigeria’s representative to ICAO, Engr. Mahmoud Ben-Tukur, will take Nigeria’s seat in the Council.”
