Speaking at the programme, the Executive Secretary and Chief Executive Officer of the Council, Dr. Akutah Pius, represented by the Director, Consumer Affairs Department, Mrs. Ify Okolue said the initiative was developed to tackle an emerging leadership gap and equip the Council for future operational demands. He described the Council’s vision for competent, confident and future-ready leaders, stressing the need for a deliberate and merit based system that identifies and prepares the next generation of managers.

Also addressing participants, the Director, Human Resources Management Department, Mustapha Zubairu, highlighted the strategic importance of the programme, noting that an increasing number of senior level retirements has made succession planning critical for organisational stability. According to him, the initiative would ensure continuity in the Council’s programmes and safeguard the efficiency of its operations.

The paper, titled “Evolution of the Nigerian Shippers’ Council and the Nigerian Port Economic Regulatory Agency (NPERA) Bill,” examined the Council’s role as the country’s port economic regulator and underscored the proposed establishment of the Nigerian Port Economic Regulatory Agency to strengthen oversight and improve regulatory performance across Nigerian seaports.

The workshop forms part of the NSC’s wider strategy to enhance capacity development, deepen professional competence and sustain effective leadership across all levels of its operations.
