
The Nigerian Maritime Administration and Safety Agency (NIMASA) has ordered the closure of ShellPlux Terminal and TMDK Terminal, both situated in the Ijegun Egba area of Lagos, citing persistent violations of the International Ship and Port Facility Security (ISPS) Code.
The action, taken in line with Section 79(f) of the ISPS Code Implementation Regulations (2014), follows repeated instances of non compliance by the two terminals, despite multiple formal warnings from the regulatory body.
In a statement issued on 17th July, 2025 by Mr. Osagie Edward, Head of Public Relations at NIMASA, the agency emphasised that the closure aligns with global best practices and reinforces Nigeria’s commitment to secure and compliant port operations.
Speaking on the development, the Director General of NIMASA, Dr. Dayo Mobereola, stressed that the agency was compelled to act after exhausting all avenues for voluntary compliance.
He reiterated that while the closures are significant, they are temporary and will be lifted once the terminals fully meet all ISPS Code requirements.
The ISPS Code, adopted as an amendment to the Safety of Life at Sea (SOLAS) Convention by the International Maritime Organisation (IMO), was developed to enhance the security of ships and port facilities, particularly those engaged in international trade. Under its provisions, countries are required to designate an authority responsible for ensuring ongoing compliance. In Nigeria, NIMASA serves as that authority.
