Comptroller Anani Takes Over PTML Customs Command, Pledges Faster Cargo Clearance , Zero Tolerance Smuggling

Comptroller Joe Anani has assumed duty as the new Customs Area Controller of the Ports Terminal Multiservices Limited (PTML) Command of the Nigeria Customs Service (NCS), promising to sustain and improve the command’s achievements in trade facilitation, revenue generation and anti-smuggling.

In a press release signed by the command’s Public Relations Officer , Chief Superintendent of Customs, Abdullahi Abubakar on 12th September, 2025, he took over from Assistant Comptroller General (ACG) Tenny Mankini Daniyan during a handover ceremony , where he acknowledged the remarkable milestones achieved by his predecessor, particularly the successful deployment of the Unified Customs Management System (UCMS), also known as B’Odogwu.

Anani outlined plans to consolidate on the command’s record of efficiency, noting that PTML currently boasts a two-hour cargo clearance time for compliant roll-on/roll-off (RoRo) consignments under the World Customs Organization’s Time Release Study (TRS) programme. He stressed that improved compliance and system efficiency could further reduce cargo release times.

The new Area Controller emphasised that compliance remains central to trade facilitation, as it ensures adherence to regulations, reduces delays, cuts costs and fosters trust in global trade. He also reiterated that non-compliance would continue to attract interventions such as delays, demand notices, seizures and arrests.

He further pledged to enforce the Comptroller-General’s directive on zero tolerance for smuggling while assuring stakeholders of accessibility through an open-door policy to strengthen collaboration with customs officers, government agencies, and private sector operators.

Stakeholders present at the ceremony commended the leadership of ACG Daniyan, particularly his role in piloting and consolidating the B’Odogwu system. The Africa Association of Professional Freight Forwarders and Logistics of Nigeria (APFFLON) and the Association of Nigeria Licensed Customs Agents (ANLCA), PTML Chapter, described his tenure as trailblazing, noting that it boosted trade, revenue and stakeholder engagement.
