Airlines Should Manage Short-landed Baggage Issue During Yuletide – NCAA

The Nigeria Civil Aviation Authority (NCAA) has announced that some airlines are working towards deploying initiatives to solve the recurring issue of luggage not arriving with their owners at their destinations during yuletide .

The NCAA Director, Public Affairs and Consumer Protection, Michael Achimugu who disclosed this on his X account said the necessary information about how to curb the problem of short-landed baggage will be communicated to passengers by airlines before departure during the 2025 Christmas holiday.

According to him, this problem occurs because the small body aircraft used by operators for domestic and regional flights cannot carry the excess luggage brought in by international passengers on wide body aircraft.

Achimugu emphasised that airlines owe their passengers information about short-landed baggage before departure and not after arrival at destination.

He urged airlines to provide every necessary form of care to passengers in such situations as enshrined in Part 19 of the NCAA Regulations 2023.

“Every Christmas, cases of baggage not arriving with their owners have been one of the most recurrent flight disruptions in Nigeria. This has created a lot of crises and often, unruly behaviour at the airport terminals, especially on arrival.

“There is NO WAY small aircraft can accommodate the volume of luggage that comes in during the yuletide because of weight limits. Passengers will be urged to understand this fact. The airline also owes an obligation to reconcile the passenger with their luggage on the next available flight. “NEXT AVAILABLE FLIGHT” does not mean it has to be the very next scheduled flight by the airline. It means that the luggage should be carried on the next flight that has space. ‘Subject to availability.”

“This is why the regulations allow airlines up to seven days to bring in your short-landed bags for domestic flights and twenty-one days for international flights. It is important to understand these issues to prevent avoidable conflict.”, he wrote.
