The Nigeria Civil Aviation Authority (NCAA), in conjunction with other key stakeholders, at its Corporate Headquarters in Abuja, have commenced discussions on adopting the Pre-Loading Advance Cargo Information (PLACI) system to strengthen aviation security and improve cargo efficiency in Nigeria.
PLACI, introduced by the International Civil Aviation Organization with global partners, enables cargo data to be submitted and assessed before loading, allowing early risk detection. It uses Artificial Intelligence to analyse shipment details such as origin, consignee, and cargo description to support regulatory decision-making.
In attendance at the meeting were Director-General Civil Aviation, Capt. Chris Najomo, represented by Director of Licensing, Operations and Training Standards, Capt. Donald Spiff, some directors from the NCAA and other stakeholders in the aviation and logistics value chain, including Kale Logistics Solutions and First Way FZE.
During the system presentation, a representative of Kale Logistics Solutions, Abhilek Raorane, outlined its framework and implementation roadmap.
Stakeholders examined how the platform aligns with Nigeria’s aviation security regulations and global standards, noting that adopting PLACI could enhance proactive security measures, improve oversight, and strengthen coordination among agencies involved in cargo operations.
Participants also highlighted its potential to streamline cargo clearance, reduce delays, and support trade facilitation by enabling timely decisions before cargo arrival. The system is expected to reduce reliance on manual inspections while improving operational efficiency.
With further technical consultations expected, the initiative is seen as a step towards modernizing Nigeria’s aviation security framework and positioning the country as a competitive regional cargo hub.
